National Development is headquartered in Fort Myers under the direction of its principal, Rick Miller. The company began its operations in Bradenton in 1974 and quickly became one of the premier developers in the area. Development activities included a variety of residential condominium communities and subdivisions. In 1984, National opened offices in the Fort Myers area to expand its reach in other growth areas on Florida’s West Coast. National continued its successful track record in the development of a variety of residential and commercial properties from Bradenton to Naples.

National Development has also been involved in the development, construction, and management of affordable housing since its inception in the mid 1970s. The company has participated in a variety of government housing programs and has produced thousands of units over the years. The firm has developed affordable apartment communities throughout Florida, Pennsylvania, New York, Indiana, South Carolina, and Louisiana. National Development provides general contracting and property management for all of its affordable housing developments. In addition to using a variety of governmental resources to finance these developments, National has established long term relationships with a variety of construction and permanent lenders throughout the country to provide financing for its many developments.

National Development has built a variety of market-rate properties throughout Florida and the Eastern United States. Included in those activities are residential subdivisions, single family homes, office buildings, apartment complexes, assisted living facilities, and other similar development products.National Development Day 1 (45 of 158) Most of these projects were built for National’s own account while others were constructed for third-party clients. In addition to the development and construction of these projects, National’s property management arm, NDC Real Estate Management, Inc., assumed the management of the properties upon completion.

Rick has been involved in the real estate industry on the West Coast of Florida for over 35 years having had offices originally in Bradenton and, subsequently, opening a Fort Myers office in 1984. Rick was responsible for site acquisition, entitlement, financing, and construction oversight of several residential and commercial communities. He was also responsible for the management of those properties upon completion.

Under Rick’s leadership, his company has grown and is responsible for the successful development of a variety of communities throughout the West Coast of Florida, New York, Pennsylvania and Louisiana. These properties include residential subdivisions, office buildings, apartment complexes, assisted living facilities, to name a few.

Rick has also been a licensed real estate broker for over 35 years and has been involved in a variety of service organizations in his community during that time.

Executive Assistant

Deb has been with National Development of America, Inc. for 27 years and has worked on a variety of affordable and market-rate projects during that time. Deb’s development and construction activities include coordination of all pre-development, development, and construction activities, including permitting, preparing financing applications, coordinating due diligence activities, obtaining proposals from and scheduling of consultants and subcontractors, and preparing construction and bank draws.

Aside from the above development and construction activities, Deb handles all accounting issues for the firm, including accounts payables, receivables, payroll, payroll taxes, and preparing bank reconciliations and financial reports. She is responsible for all office purchases, including computer hardware and software, office supplies, etc; troubleshooting office machine-, computer-, and telephone-related issues; training staff on the use of all office machines; and scheduling all business-related travel.

Deb is also responsible for creating marketing materials, including signage, sales brochures, sales packages, etc., preparing purchase contracts, and coordinating closings for our brokerage firm, NDC Realty of Southwest Florida, Inc.


Brian Miller

Development Manager

Brian has been with National Development of America, Inc. for 4 years and is primarily involved in the development process of all projects. Brian has worked on every aspect of the development process including land acquisition, permitting, coordination of design plans, construction support and the transition to property management. Brian is also involved in the financial projections of each project and tracks project costs to keep the jobs within budget.

In addition to the above development activities, Brian coordinates the single family program. This includes the acquisition and rehabilitation of new and existing homes in various locations throughout Lee County, Florida and Baton Rouge, Louisiana. He coordinates the marketing and re-sale of homes to entry-level and market-rate home buyers. In this role, Brian works with sellers, real estate professionals, subcontractors and lenders to achieve the sale of single family homes.


Jeff Miller

Development Consultant

Jeff recently completed a 35 year career in local government. He most recently served over 10 years as the City Manager for the City of Tamarac, Florida (pop. 65,000). Jeff is a city planner by training and has supervised planning and community development programs in several communities in Florida. He was Chief of Comprehensive Planning in Manatee County, and Assistant Planning Director in Sarasota County. He later served as Director of Planning for Hillsborough County government in Tampa. Jeff then moved to Loveland, Colorado where he served as the Planning Director before returning to Florida as the Community Development Director for the City of Tamarac.

Throughout his public career, Jeff was known for his collaborative community efforts in comprehensive planning and economic development. In Tamarac, he successfully lead a public/private partnership which resulted in the development of a 500 acre office and industrial park. As city manager, he supervised the construction of government office buildings, community centers, fire stations, and public parks. For National Development, Jeff does project development including; site identification, project feasibility, project management, local government liaison, planning and zoning, permitting, and construction management. Jeff has a Masters Degree in City Planning from Syracuse University.

Construction Consultant

Ashley McHenry began her career in the construction industry in 2010, when she accepted a marketing position with one of the most successful commercial contractors on the Gulf Coast. During that time, she had the opportunity to shadow the owner of the firm, soaking up his experience and knowledge in every aspect of the construction business. She improved daily operations by learning the intricacies of every team member’s role, finding ways to enhance their job performance, and improving the overall effectiveness of the firm’s operational procedures and the overall effectiveness of the firm’s operational procedures.

The more Ashley learned about the industry, the better she understood the needs of each owner and the importance that attention to detail plays in running a successful project from conception to close out. In 2014, she relocated to Central Florida and now dedicates her time to consulting with owners, developers, architects, and contractors to fulfill their specific needs of each individual project, ultimately working as an extension of their team to ensure the success of each and every project.

Ashley earned two undergraduate degrees from The Florida State University and in 2014 she completed her Masters Certificate in International Construction Project Management at the Rinker School of Construction at The University of Florida.
